In order to incorporate a business in Ontario, is it sufficient that the owner is a permanent resident?

Yes.. To incorporate the business in Ontario, one of the incorporators has to be a Canadian resident, pursuant to the Ontario Business Corporation Act, therefore can be either a permanent resident ordinarily residing in Canada, or a Canadian Citizen residing in Canada.
